The Responsiveness Principle

The public evaluates legitimacy primarily through perceived emergency responsiveness; in other words, people trust the system that shows up.

When agencies:

  • fail to answer calls quickly
  • appear unavailable
  • divert resources toward low-visibility initiatives
  • or seem inaccessible

the public experiences institutional abandonment.

Public Expectation

The minimum expectation the public has for peace officers is that they show up when they are called. 

Due to the expansive list of calls for service, staffing challenges, and geographic limitations, this expectation frequently goes unmet.   

As a result, the public’s perception of law enforcement officers is that they are not fulfilling their primary obligation of maintaining public safety (ie., the police are never there when you need them).
